Professional Services, Personal Services and Purchased Services
Professional Services – Professional Services are defined as services rendered by any person, other than an employee of the agency, contracting to perform activities within the scope of the general definition of professional practice in chapters 18.08, 18.43 or 18.96 RCW. Typically these are architectural and engineering services(“A&E Services”)
Personal Services –Personal Services are defined as services provided by a consultant to accomplish items such as a specific study, project, task or other work statement (does not include A&E services).
Purchased Services – Purchased Services are defined as services provided by a vendor to accomplish routine, continuing and necessary functions.
Consultants The Port of Everett uses design firms and other consultants to assist in performing necessary functions of the Port. These firms are selected in accordance with the competitive thresholds set by the Commission. For contracts anticipated to cost less than $200,000, the Port typically requests qualifications and/or quotes from firms listed on a Professional Services or Consultant Services Roster.
The Port of Everett’s Consultant Services Roster Effective June 2012, the Port of Everett will no longer maintain a Professional Services (A&E) Roster in-house. The Port of Everett has joined the Municipal Research and Service Center (MRSC) maintained Roster and will discontinue the use of the in-house roster.
What is MRSC Rosters? MRSC Rosters is a shared Small Works Roster and Consultant Roster service for local governments in Washington State. It provides a cost-effective, efficient process for local governments to market opportunities to contractors and consultants. It also provides a streamlined process for contractors and consultants to access opportunities from hundreds of local governments with one registration process.
Not a Member of MRSC Rosters? Here’s How to Apply All contractors and consultants will need to apply for membership at www.mrscrosters.org. If you have previously submitted an application to the Port of Everett, please note that it cannot be transferred; you must re-apply with MRSC. Basic membership is free and requires the consultant to identify each individual local government agency they wish to receive opportunities from. Enhanced membership is currently $50 per year and allows listing throughout entire counties as well as automatic updates as new government agencies join the roster.
Already a Member of MRSC Rosters? If you are currently a member of MRSC Rosters and have the basic membership, you will need to log into your MRSC Account and add the Port of Everett. For those with enhanced membership, the Port of Everett will automatically be added to your MRSC Account.
Solicitation Process for Consultants
Professional Services (A&E) Solicitation Thresholds
$0-$100,000 – Non-Competitive Solicitation Process The Port can select one or multiple firms from the MRSC Roster to submit qualifications.
$100,001-$200,000 – Competitive Solicitation Process The Port can select a number of firms from the MRSC Roster to submit qualifications or quotes. The Port can also advertise a Request for Qualifications in the Everett Herald. In addition to the Everett Herald, the Port can choose to advertise in the Daily Journal of Commerce or other appropriate publications.
$200,001 and above – Competitive Solicitation Process The Port will advertise a Request for Qualifications in the Everett Herald. In addition to the Everett Herald, the Port can choose to advertise in the Daily Journal of Commerce or other appropriate publications.
Personal Services Competitive Solicitation Thresholds
$0-50,000 - Non-Competitive Solicitation Process The Port can select one or multiple consultants from the MRSC Roster or other reputable sources to provide quotes.
$50,001 - $200,000 – Competitive Solicitation Process The Port can obtain proposals from consultants from reputable sources, the MRSC Roster or advertise for proposals in the Herald. In addition to the Everett Herald, the Port can choose to advertise in the Daily Journal of Commerce or other appropriate publications.
$200,001 and Above - Competitive Solicitation Process The Port will advertise for proposals in the Everett Herald. In addition to the Everett Herald, the Port can choose to advertise in the Daily Journal of Commerce or other appropriate publications.
$0-$50,000 – Non-Competitive Solicitation Process The Port can select vendors from reputable sources.
$50,001 - $200,000 – Competitive Solicitation Process The Port can obtain quotes or proposals from selected vendors. Alternately, the Port can advertise in the Everett Herald, the Daily Journal of Commerce or other appropriate publications for quotes, proposals or bids.
$200,001 and Above – Competitive Solicitation Process The Port will advertise requests for proposals or bids in the Everett Herald. In addition to the Everett Herald, the Port can choose to advertise in the Daily Journal of Commerce or other appropriate publications.
